What’s the difference between having acne and just having typical teenage skin?

Where’s the line between actually having acne, as a condition, or just having typical teenage skin with a few spots? How bad does it have to look before you’re considered to have acne? How do you “diagnose” acne?

I was told that If you have 11 or more active pimples at a time a doctor would consider it acne.
